My Dog was abused and im Furioused what do i Do?

Please listen up I hve chewawa's their both sisters(essa,Arial). Arial had gotten seperated from her sister for about a year and a half and I just got her back and looks like shes in trouble but still has energy.She had been severly abused(starved, beaten, kicked down stairs, and she was locked in a cage almost all day) . I can see her rib Cage and she has lost fur in her tail, ears ect. I am sad and angry so i need to know when she is loved, can she go back to normal and not be scared of everything?
